The transition from Akasuki to Kagero will hit you like 34 knot ton of bricks. Your acceleration and top speed decreases, your turning radius increases, although the time it takes you to turn stays roughly the same
Despite these negatives, I'm fond of the Kagero. What it lacks in speed and agility it makes up for with a huge bump in torp speed and range, which does allow you to better play the long range game. It'll prepare you for the transition in play style needed to master the Shimakaze.
The fact that you now have 2x4 launchers instead of 3x3 has its pros and cons. On one hand it concentrates more of your alpha in a single torp and allows you to dump all your alpha at once quicker than you would be able to with 3x3s. This, combined with faster torps is a positive against BBs and CAs in my opinion.
Where having 2x4 torps becomes a huge disadvantage is when you're fighting against MM of mostly destroyers or having to finish off low health ships you that you can't kill with your guns. It is a huge waste of alpha, and once you fire off those 2 launches, you're now stuck on a 56 second reload and mostly defenseless.
Beside her 2x4 torps already let you able to solo 1~2 DD by usings mixture of guns and then torpedos them if not 1x CA or simply 1x DD along derping 1x CA.
